HINCOL HINPRIME Emulsion SS1 (ASTM) is a special cationic bitumen emulsion engineered for fast and deep penetration prime coat applications on WMM (Wet Mix Macadam), WBM (Water Bound Macadam), and stabilised soil base surfaces. A pavement is only as good as its foundation — HINPRIME waterproofs and protects the granular road base, seals loose aggregates, penetrates cracks and pores, and promotes strong adhesion between the granular base and the bituminous overlay above it.
As part of HINCOL’s complete bitumen emulsion range, HINPRIME significantly outperforms standard Bitumen Emulsion SS1 ASTM in penetration depth and penetration speed — critical for dense WMM surfaces where conventional primers sit on the surface rather than penetrating the base. It also reduces VOC exposure on site and allows overlay paving operations to commence within a few hours of spraying.
MoRTH Clause 502 Compliant. HINPRIME SS1 ASTM conforms to ASTM D2397 specification for cationic slow setting bitumen emulsion — the grade specified for prime coat application on granular base courses in MoRTH Specifications for Road & Bridge Works (5th Revision). Suitable for use on National Highways, State Highways, and PMGSY rural road projects.
Specifically engineered to penetrate miniature pores of sub-bases and reach well beyond the surface — far superior penetration depth vs standard SS1 ASTM emulsions that remain shallow.
Creates a continuous bitumen film that waterproofs the WMM/WBM surface — preventing moisture ingress into the base layer that can cause softening, pothole formation, and structural failure.
Promotes excellent bonding between the granular base and the overlying DBM/SDBC bituminous layer — stabilizing the interface and preventing delamination under traffic loads.
Water-based emulsion with significantly lower VOC exposure compared to cutback bitumen primers — safer for construction workers and compliant with environmental norms.
Unlike conventional primers, HINPRIME bonds effectively to cool and damp substrates — providing greater flexibility under variable site conditions.
Can also be used as a dust suppressant on unsealed roads — preventing dust particles from becoming airborne and protecting workers and surrounding communities.
HINPRIME SS1 ASTM is engineered specifically for deep penetration — outperforming conventional SS1 ASTM emulsions where it matters most for prime coat quality.

As per HINCOL HINPRIME product datasheet and MoRTH guidelines. Final rate to be determined by site engineer based on surface absorption and porosity.
| Type of Surface | Rate of Spray (Kg / m²) |
|---|---|
| WMM / WBM (Wet Mix / Water Bound Macadam) | 0.7 – 1.0 kg/m² |
| Stabilised Soil Base | 0.9 – 1.2 kg/m² |
| General Recommended Rate | 6 – 9 kg per 10 m² |
WMM/WBM surface swept clean and free from dust, mud, and loose material. Lightly moistened if excessively dry. Surface shaped to specified grade and section before priming.
HINPRIME SS1 ASTM is applied uniformly using a self-propelled pressure distributor at 0.7–1.0 kg/m² on WMM/WBM, or 0.9–1.2 kg/m² on stabilised soil base. Avoid overlapping or pooling.
HINPRIME’s specially formulated emulsion penetrates deep into pores, cracks, and crevices of the granular base — binding loose aggregates and sealing the surface far more effectively than conventional SS1 emulsions.
Emulsion breaks — water evaporates, leaving a thin bitumen film. Surface must cure for a minimum of 24 hours as per MoRTH Clause 502. No traffic or equipment during curing.
After prime coat curing, a tack coat (HINCOL RS1 or HINTAC) is applied before laying DBM/SDBC overlay as per MoRTH Clause 503.
Penetrates miniature pores of sub-bases far deeper than conventional SS1 primers — ensuring the entire surface zone is bound and waterproofed.
Seals and binds loose surface aggregates — preventing aggregate loss under construction equipment moving over the primed surface.
Flows into surface cracks and crevices — imparting structural strength to weak zones in the base layer before overlay placement.
Effective on cool and damp substrates — greater site condition flexibility compared to cutback bitumen primers.
Seals the base surface — prevents permeability of atmospheric air and moisture to the bottom layer, protecting pavement structural integrity.
Water-based emulsion contributes to significant reduction in VOC exposure on site — safer for workers and more environmentally responsible than MC cutback alternatives.
Can be applied on unsealed roads to suppress dust — protecting construction workers and surrounding communities from airborne dust generated by traffic.
Manufactured conforming to ASTM D2397 specification — the grade specified for prime coat use as per MoRTH Clause 502 on National and State Highway projects.
Available for large highway prime coat projects and smaller road construction works across India.
Challenge: A state highway project where conventional SS1 ASTM emulsion was pooling on the WMM surface without penetrating. The dense, well-compacted WMM was not absorbing the primer — leaving a surface film that was being picked up by construction vehicles instead of forming a proper bond.
Solution: HINCOL HINPRIME SS1 ASTM — with its specially formulated fast and deep penetration characteristics — absorbed into the WMM pores within a short time. Visual inspection after 2 hours confirmed no surface pooling, with full penetration and aggregate binding achieved before the 24-hour curing window.

HINCOL HINPRIME SS1 (ASTM) is a special cationic bitumen emulsion used as a prime coat on WMM (Wet Mix Macadam), WBM (Water Bound Macadam), and stabilised soil base surfaces before bituminous overlay. It waterproofs the granular base, binds loose aggregates, penetrates cracks and pores, and promotes strong adhesion between the base and DBM/SDBC overlay. It is also used for dust control on unsealed roads.
A prime coat is a low-viscosity bituminous material sprayed over a compacted granular base course (WMM/WBM) before laying bituminous pavement layers. It performs four key functions: Binding loose mineral particles on the base surface; Waterproofing the base layer to prevent moisture ingress; Promoting adhesion between the granular base and the bituminous overlay; and Hardening the surface so it can withstand construction traffic before paving. Without a proper prime coat, the base-overlay interface is weak and prone to delamination under traffic loads.
Both are slow setting cationic emulsions conforming to ASTM D2397. However, HINPRIME is specifically formulated for fast and deep penetration — it achieves ★★★★ on both penetration time and penetration depth, compared to ★ for standard SS1 ASTM emulsions. On dense WMM surfaces, standard SS1 ASTM often pools on the surface rather than penetrating; HINPRIME is engineered to penetrate pores, cracks, and crevices effectively — providing a fundamentally better prime coat quality.
Final rate is determined at site by the supervising engineer — the maximum should not cause surface run-off and the minimum should ensure full absorption with no dry spots.
After prime coat application, the surface must cure for a minimum of 24 hours as per MoRTH Clause 502. No traffic or construction equipment should be allowed on the primed surface during curing. After curing, a tack coat (HINCOL RS1 or HINTAC) is applied before laying the bituminous overlay.
No. Prime coat should not be applied on a wet surface, during rain, fog, dust storm, or when the temperature in the shade is below 10°C. The surface must be clean and dry before application. These are standard requirements per MoRTH Clause 502.
As per MoRTH Clause 502 (Specifications for Road & Bridge Works, 5th Revision), cationic bitumen emulsion SS1 grade conforming to IS 8887 / ASTM D2397 shall be used for prime coat on granular surface before laying DBM. HINPRIME SS1 ASTM conforms to ASTM D2397 and is suitable for use on all NHAI, State PWD, and PMGSY highway projects requiring prime coat as per these specifications.
Yes. HINPRIME SS1 ASTM can be applied on unsealed roads as a dust suppressant — binding surface particles and preventing dust clouds generated by vehicle traffic. This protects construction workers and nearby residents from inhaling dust particles, and is an environmentally responsible alternative to water-based dust suppression on roads.
