HINCOL Emulsion SS1h ASTM (CSS-1h) is a Cationic Slow Setting bitumen emulsion conforming to ASTM D2397, formulated with a harder base bitumen for superior performance in hot climates and heavy traffic areas. It is recommended for Tack Coat on high-stress pavement zones and Fog Seal applications — providing better temperature stability and resistance to deformation under heavy traffic compared to standard CSS1.
As part of HINCOL’s complete bitumen emulsion range, CSS1h is the hard-grade counterpart to CSS1 — the “h” designation indicates that the residue left after the emulsion evaporates has a harder, higher softening point bitumen. This makes it the preferred choice for projects in high-temperature Indian climatic zones, high-traffic national highways, and wherever conventional CSS1 may soften and deform under summer peak pavement temperatures.
The “h” designation in CSS-1h stands for harder base bitumen. When the emulsion breaks and the water evaporates, the residue bitumen left on the pavement surface has a higher softening point and lower penetration value — making it more resistant to deformation in hot climates, and stiffer under heavy traffic loading. Standard CSS1 uses a softer base bitumen, which can be prone to bleeding or deformation at high pavement temperatures typically seen in Indian summers. CSS1h is the appropriate grade for hot-climate, high-traffic applications.

Yes. CSS-1h is one of the standard recommended grades for Fog Seal applications as per HINCOL’s Application Handbook — along with CSS2 (IS 8887) and SSME (IS 17016). For fog seal, it is diluted 1:1 with water and applied at 0.15–1.0 L/m² depending on surface porosity. Tight/smooth surfaces use the lower rate; open/porous surfaces use the higher rate.
A Fog Seal is a light spray application of diluted bitumen emulsion over an existing pavement surface. It is used to: seal oxidized/aged bituminous surfaces, restore waterproofing, reduce raveling, prevent stone loss from chip seals, and rejuvenate dry and brittle pavement surfaces. CSS1h is particularly effective for fog seal on hot-climate roads where a harder binder reduces the risk of creating a slippery surface from the applied emulsion.
HINCOL Emulsion SS1h ASTM has a shelf life of 6 months when stored at temperatures between 10°C and 50°C. Never allow to freeze or heat above 85°C. Store in sealed containers away from direct sunlight. The shorter shelf life vs IS 8887 grades (12 months) is characteristic of all ASTM D2397 grades.
CSS1h is typically specified on: World Bank and ADB-funded highway projects where ASTM D2397 is the contractual standard; NHAI expressways in hot-climate zones; State highway projects where consultants specify the harder grade for temperature-critical sections; and on international design-build-operate road concessions following ASTM-based technical specifications.
